Boards & Commissions

Delta Township accepts letters of interest/resumes from citizens who wish to serve on township boards and commissions throughout the year.  Each year, Delta Township may have vacancies occurring on various boards and commissions, such as the Library Board, Planning Commission, Zoning Board of Appeals, Parks, Recreation, and Cemeteries Commission, and others.

The boards/commissions of the Charter Township of Delta are established in accordance with specific state law, public act or adopted ordinance.  The charge for each committee shall be provided by said state law, public act or adopted ordinance.

Planning Commission – Municipal Planning Act, Act 33 of 2008

The Delta Township Planning Commission is organized & operates as per the provisions of Public Act 33 of 2008, being the Michigan Planning Enabling Act.  The Commission is responsible for the Township’s Master Plan, the Capital Improvements Program, subdivision & site plan reviews, and conducting public hearings & providing recommendations to the Township Board. There shall be 9 members of the commission.  All members must be electors of the township.  The membership shall be representative of the community.  Each member’s term expires every three years on March 31.

Delta Township Saginaw Highway Corridor Improvement Authority

According to State law, the CIA Board is responsible for creating the Development Plan and Tax Increment Finance Plan, then carrying out the duties of monitoring fund balances and work plan implementation.  The Authority shall be under the supervision and control of a board consisting of the Township Supervisor or his or her designee and eight (8) members appointed by the Supervisor and approved by the Township Board.  The board shall be appointed as outlined below.

  • the chief executive officer or his/her assignee;
  • five (5) members who are property owners or businesses located in the development area;
  • at least one (1) member who is a resident of the development area (or within 1/2 mile); and
  • two (2) members who may be “at large” (no specific criteria).

Building, Mechanical, Electrical and Plumbing Boards of Appeals –
Uniform Construction Code, Public Act 230 of 1972

The Delta Township Building, Mechanical, Electrical & Plumbing Board of Appeals has been established as per the Uniform Construction Code.  The purposes of the Board are to rule on the true intent of the code, determine if the rules governing construction have been correctly interpreted, ascertain if the provisions of the code apply to a particular situation, or determine if an equal or better form of construction is proposed.  Any person affected by a decision of a code official has a right to appeal the decision to the Board.

The Building, Mechanical, Electrical & Plumbing Board meets at the call of the chairperson.  All members of the Board must be qualified by experience or training in the construction trades.  Contact the Delta Township Building Department at 517-323-8530 for information regarding the Building, Mechanical, Electrical & Plumbing Board of Appeals.

There shall be not less than 3 members per board nor more than 7 members. Members of the board shall be qualified by experience or training to pass upon matters pertaining to building design, construction, and maintenance and public health aspects of the appropriate area.  Each member’s term expires every two years on June 30.

Appeals, Zoning & Sign – Township Zoning Act, Act 110 of 2006

The Delta Township Zoning/Sign Board of Appeals is organized & operates as per the provisions of Public Act 110 of 2006, being the Michigan Zoning Enabling Act.  The Board of Appeals has three responsibilities being appeals of administrative decisions, interpretations of the zoning ordinance and variances from the requirements of the zoning ordinance.   Most of the Board of Appeals workload is devoted to variance requests.  A variance is basically a request to vary from the zoning regulations.  The Zoning Board of Appeals also serves as the Sign Board of Appeals when a variance is requested from the Township’s Sign Ordinance. There shall be at least five members of the commission.  All members must be electors of the township.  The membership shall be representative of the community.  Each member’s term expires every three years on March 31.

Appeals, Property Maintenance – International Property Maintenance Code adopted by Delta Township in 2002

Delta Township has adopted the International Property Maintenance Code.  The Code regulates the conditions & maintenance of all property, buildings, and structures in the Township by providing standards to ensure that structures are safe, sanitary and fit for occupation and use as well as providing rules for the condemnation & demolition of buildings & structures.  Any person affected by a decision of the code official has a right to appeal the decision to the Property Maintenance Board of Appeals.

Tax Board of Review – The General Property Tax Act, Public Act 206 of 1893

Michigan’s General Property Tax Act mandates that a Board of Review be created composed of local citizens who examine & review the assessments in order to correct errors in the names, descriptions, and assessments.  The Board of Review also meets to listen to taxpayers who wish to protest their assessment and the Board may grant them relief if such action is appropriate.    The Board has limited power to grant homestead and qualified agricultural property exemptions from certain local school operating taxes and to grant hardship exemptions.

The Board of Review consists of three members who are required to have a background in accounting, real estate appraisal, or as an attorney.  All members of the Board must be electors of the Township and at least two members must be property owners. No member of the school board or township board nor a spouse, mother, father, sister, brother, son or daughter, including an adopted child, of the assessor, may serve upon the Board of Review.  Each member’s term expires every two years on December 31. Economic Development Corporation – Incorporated as a non-profit corporation under the provision of Public Act 327 of 1931, Public Act 284 of 1972, and Public Act 338 of 1974.

The Delta Township Economic Development Corporation has been incorporated as a non-profit corporation under the provisions of several state laws.  Traditionally the EDC has been focused on the retention and attraction of businesses to the Township.   There are nine members on the Board of Directors.  Each member shall be a resident of Delta Township and/or a local business leader.  Each member’s term expires every six years on January 31. District Library – District Library Board Establishment Act, 1989 Public Act 24, as amended.

The Delta Township District Library Board was established in 2000 as per the provisions of the District Library Law.  The Board is responsible for establishing library policies and hiring a Library Director.  There are six members on the Library Board, Delta Township appoints four of the members and the Waverly Community School Board appoints the other two members.  Board members serve four-year terms.  The Library Board meets the second Monday of the month at 5:00 p.m.  The Library’s primary funding source is a one-mill operational millage issue approved by the Township electorate in 2006 which provides for library operations as well as debt service on the bonds which financed the construction of the library.  Contact the Delta Township Library at 517.321.4014 for information pertaining to the Library Board.

Parks, Recreation, & Cemeteries Commission – Public Act 156 of 1917, by Township Resolution March 1, 1971.

The Delta Township Parks, Recreation & Cemeteries Commission has been established as per the provisions of Public Act 156 of 1917.  The Commission is responsible for the Parks & Recreation Master Plan, obtaining recreation monies from State & Federal sources, conducting a wide variety of recreation programs, and operation/maintenance of the Township’s dozen parks and two cemeteries.  There shall be seven members appointed to the commission.  All members must be electors of the township.  The membership shall be representative of the community.  Each member’s term expires every three years on March 31.

Where mandated by state law, public act or adopted ordinance applicants for each commission or board shall meet specific requirements for said commission or board.
Where not mandated by state law, public act or adopted ordinance, applicants shall be considered primarily on the basis of interests, experience, and past or current involvement in Township activities.  Consideration will also be given so that such boards or commissions shall reflect the broad range of interests, etc. of the population of the Township.

Non-Discrimination Complaint Review Committee

Chapter 27 of the Delta Charter Township Code of Ordinances prohibits discriminatory practices, provides procedures for investigating and resolving complaints of discrimination and establishes the Complaint Review Committee. Section 27-13(c) of the Delta Charter Township Code authorizes the Township Board to promulgate and publish rules and guidelines for processing, investigating, mediating/conciliating, and recommending the resolution of complaints filed under this Ordinance. These rules and procedures are adopted by the Township Board pursuant to Chapter 27 of the Delta Charter Township Code of Ordinances. To the extent permitted by law, the Committee will attempt to keep all complaints confidential.
However, such complaints are considered public records under the Freedom of Information Act (P.A. 442 of 1976, as amended). All records, files, publications, correspondence, and other materials shall be available to the public as governed by the Freedom of Information Act. Further, the Committee is a public body, and all of its meetings are subject to and must be held in compliance with the Open Meetings Act (P.A. 267 of 1976, as amended).

Five (5) citizens of Delta Township are responsible for reviewing complaints which shall, to the extent possible, collectively be representative of the population of Delta Township. One (1) of the five (5) individuals shall be a licensed Michigan attorney. The Complaint Review Committee shall remain an impartial decision-maker. Members shall adhere to the Delta Charter Township Ethics Policy and abstain from participation if they have a conflict of interest. The term of each appointed member shall be three (3) years, or until his or her successor takes office. A vacancy occurring otherwise than through the expiration of the term shall be filled for the unexpired term by action of The Committee is generally scheduled to meet quarterly on the fourth Monday at 6:00 p.m. at the Township Hall.  For more information contact the Delta Township Manager’s Office at 517.323.8590.
