WASTEWATER TREATMENT PLANT
MAJOR CAPITAL IMPROVEMENTS – PHASE I
SRF PROJECT NO. 5725-01
Sealed Bids will be received by the Delta Township, Michigan at the office of the Township Clerk, 7710 W. Saginaw Hwy, Lansing MI 48917, up to 2:00 p.m., prevailing local time, on February 24, 2022, and then publicly opened and read-aloud for the construction of Contract 200-214200-20001.
The Work consists of the expansion of the Delta Twp WWTP including: the construction of new Headworks Building with mechanical bar screens and raw sewage pumping, conversion of existing aerated grit removal system to vortex system, construction of new aeration tanks with fine pore diffusers, construction of new blower and RAS pumping building with high-speed turbo blowers and return activated sludge pumping, construction of new final clarifier tanks, construction of new yard piping, installation of the odor control system, improvements to the incoming electrical distribution system and installation of standby generator, architectural and concrete restoration, construction of new Control Building, electrical and instrumentation improvements.
Bids shall be on a lump sum basis.
Bidding Documents may be obtained on or after January 17, 2022, through the Michigan Inter-governmental Trade Network (MITN) purchasing Group through the following website: https://www.bidnetdirect.com/mitn. Plans will be available to view, purchase or download from Bidnet as part of the Michigan MITN System. Registration to MITN is available through their toll-free support department at 1-800-835-4603 option #2 and the above website. The Bidder is advised that to submit a bid on the project, the Bidder must register at the above website.
The Drawings and Project Manual under which the Work is to be done are on file and may be examined at the office of the Delta Township Engineering Department at 7710 W. Saginaw Hwy, Lansing MI 48917, and at the office of the ENGINEER, Tetra Tech, Inc., 3497 Coolidge Road, East Lansing, MI 48823.
A Bid Security in the form of a certified check, bank check, or Bid Bond for a sum not less than five percent (5%) of the amount of the Bid will be required with each Bid.
The right is reserved by OWNER to accept any Bid, to reject any Bid, and to waive irregularities in Bids.
A mandatory Pre-Bid Conference will be held at 9:00 a.m. on January 26, 2022, at Delta Twp Administration Offices, 7710 W. Saginaw Hwy, Lansing, MI 48917, followed by a tour of the Delta Twp WWTP, 7000 W. Willow Hwy, Lansing, MI 48917. Representatives of OWNER and ENGINEER will be present to discuss the Project. Bidders are required to attend either in person or virtually and participate in the conference and tour of the Site. Prospective Bidders who fail to attend and register at the meeting will be disqualified from bidding for the Work. ENGINEER will transmit to all prospective Bidders of record such Addenda as ENGINEER considers necessary in response to questions arising at the conference. Oral statements may not be relied upon and will not be binding or legally effective.
Interested parties wishing to attend the Pre-Bid meeting virtually, shall request meeting attendance information no later than 4:00 p.m. on January 24, 2022, from firstname.lastname@example.org. The necessary login information shall then be provided.
OWNER will not engage in unlawful discrimination on the basis of race, color, religion, national origin, age, sex, height, weight, marital status, or unrelated disability.
This Contract is funded with a State Revolving Fund (SRF) loan. Bidders are required to complete the Certification Regarding Debarment, Suspension, and other Responsibility Matters statement included in the Project Manual.
This Contract requires the use of prevailing wage rates. Other specific funding requirements are included in the Project Manual.
No Bids may be withdrawn after the above date and time for receiving Bids for a period of ninety (90) days.
Findings of No Significant Environmental Impact Report
As the Township nears construction on its new Wastewater Treatment Plant, it is required to post its findings of No Significant Environmental Impact, as required by the Michigan Department of Environment, Great Lakes, and Energy (EGLE). The following notice is hereby posted for public input. Any resident or interested party may submit public comments on these findings until January 17. Any comments regarding this preliminary decision should be submitted to Kelly Green, Administrator, Water Infrastructure Financing Section, EGLE, Constitution Hall, P.O. Box 30457, Lansing, Michigan 48909-7957.

The project is estimated to begin construction in the spring of 2022.
On July 20, 2020, the Township Board approved an agreement with TetraTech for engineering services for the Wastewater Treatment Plant Major Capital Improvements Project at a cost not to exceed $1,992,000.00. The agreement states that TetraTech will complete the basis of design, Final Design of Phase 1, permitting and bidding of Phase 1, and design 30% of Phase 2.
Why is this major capital improvement project necessary?
- The plant is at the end of its useful life.
- The plant needs new equipment to meet future water quality standards required by the State of Michigan
- The plant is nearing capacity.
What are the proposed improvements?
After identifying the large cost, construction difficulty, and inefficient operation of the plant, associated with repairing and retrofitting the plant, Delta Township’s project team developed a plan to reconstruct the plant on the same site. Reconstruction was found to be more cost-effective to both build and operate and is anticipated to use 34% less energy than repairing and retrofitting the plant.
How Much will this Cost?
The total cost of all necessary improvements is estimated at approximately $78 million and the project will be constructed in multiple phases. The Township is planning to submit an application for low-interest loans (est. 2 - 2.5%) from the Clean Water State Revolving Fund (SRF) to finance the construction of the WWTP improvements late in July.
The Township is pursuing principal forgiveness funds that are available through the SRF for energy-efficient “green” infrastructure.
The Township’s initial estimate is that sewer rates will need to increase by an average of 6% per year over six years. At the end of that six-year period, the estimated residential monthly bill will have increased by approximately $10 a month. There are many variables associated with this estimate and actual rates may vary from this estimate. Even at this level, however, Delta Township’s sewer rates would remain competitive within the region.Because the project will be constructed within the current fenced-in boundary of the WWTP, it is not expected to have any significant negative environmental or social impacts.
