Delta Township Saginaw Highway CIA BOARD

According to State law, the CIA Board is responsible for creating the Development Plan and Tax Increment Finance Plan, then carrying out the duties of monitoring fund balances and work plan implementation.  The Authority shall be under the supervision and control of a board consisting of the Township Supervisor or his or her designee and eight (8) members appointed by the Supervisor and approved by the Township Board.  The board shall be appointed as outlined below.

  • the chief executive officer or his/her assignee;
  • five (5) members who are property owners or businesses located in the development area;
  • at least one (1) member who is a resident of the development area (or within 1/2 mile); and
  • two (2) members who may be “at large” (no specific criteria).

The CIA Board is generally scheduled to meet on the second Monday of every month at 3:00 p.m. at the Township Hall.  For more information contact the Delta Township Manager's Office at 517-323-8590.

BOARD APPLICATION 

Board Position Description:
Delta Charter Township is creating a Corridor Improvement Authority (CIA) for West Saginaw Highway. Business owners, residents, and property owners can apply to be charter members of this important new board. CIA Board members will help create a vision for the corridor and develop strategies to guide investment and growth. Members should be passionate about creating change and placemaking. Ideal candidates understand the value of collaboration between members of the CIA, the community, public entities, and private interests.  As a member of the CIA Board, you will:

  • Participate in the creation of plans and brainstorm activities that will generate new investment along the Saginaw Highway corridor.
  • Lead a vision that improves the attractiveness and desirability of the area.
  • Provide feedback and direction on new development and streetscape improvements.
  • Establish a brand and identity.
  • Seek to build value for the continued reuse and redevelopment of underutilized sites.
  • Engage and build relationships with businesses and stakeholders.
  • Work with Township staff and consultants, as needed, to advance and implement the Board’s priorities.
If you enjoy contributing to your community to make it a better place, consider applying for an appointment to the CIA Board. Initially, you will be busy reviewing a proposed schedule, bylaws, budget, Development Plan, and Tax Increment Finance Plan (do not worry, we’ll help you learn what this is). After that magic happens, the CIA will generally meet monthly for an hour or two. When activities occur where community input is provided, it is expected that you will participate in these discussions. You are a good listener, thoughtful leader, and consider the short-term as well as long-term impacts of your decisions. Most importantly, you believe that your actions can spark positive change. 

This is an unpaid position. Members are appointed for four-year terms, except for those appointed at the initiation of the CIA, who shall be appointed to staggered terms. Appointments may be renewed.

Function of CIA Board:

At the Township Board’s last meeting, it was determined that nine appointees will be sought. The following composition is needed:

  • the chief executive officer or his/her assignee;
  • five (5) members who are property owners or businesses located in the development area;
  • at least one (1) member who is resident of the development area (or within 1/2 mile); and
  • two (2) members who may be “at large” (no specific criteria).
